Transportation is one of the services covered under JACC.

Through JACC, eligible participants may receive transportation assistance for medical appointments, grocery shopping and essential errands, senior center and social activities, and adult day program attendance.

Eligibility for JACC is based on age (65 or older), income (at or below 350% of the federal poverty level), functional limitations (the participant must need assistance with activities of daily living), and the determination that community-based services are an appropriate alternative to nursing home care. Senior Center Shuttles

Many New Jersey municipalities operate senior center shuttle programs that provide transportation for older adults in the local community. These shuttles typically run on fixed schedules to and from senior centers, and some offer door-to-door service for medical appointments. Services vary widely by town and county. Some towns offer daily shuttles to the senior center and weekly shopping trips. County-run senior programs in Bergen, Morris, and Ocean counties include dedicated medical appointment transportation. Reservation requirements vary — some shuttles require advance booking while others operate on a first-come basis.

Programs operating in New Jersey include county-based RSVP transportation programs, faith-based volunteer driver programs operated through churches, synagogues, and mosques, AARP volunteer transportation programs active in some NJ communities, and non-profit senior ride programs like ITN (Independent Transportation Network) affiliates.

RSVP and similar volunteer programs are typically free or low-cost. However, they have limitations: volunteer drivers may not be available on short notice, they typically use personal vehicles without accessibility equipment, and availability can be inconsistent depending on volunteer staffing levels.

NJ Transit ADA Paratransit (Access Link)

Access Link is NJ Transit's ADA paratransit service for eligible individuals with disabilities who cannot use fixed-route public transit. While not exclusively for seniors, many older adults qualify based on mobility or cognitive limitations. Access Link provides shared-ride, origin-to-destination service within 3/4 of a mile of existing NJ Transit bus routes. Once certified, rides can be booked up to 7 days in advance.

When Professional NEMT Is the Better Choice for Seniors

  • Medical complexity is high — After surgery, during cancer treatment, or when managing a serious chronic condition, seniors need a driver who is trained in medical assistance and who operates purpose-built medical transport vehicles.
  • Wheelchair accessibility is required — Volunteer driver programs and many senior shuttles use standard vehicles that cannot accommodate wheelchairs or other mobility equipment.
  • Reliability is critical — Missing a dialysis treatment or post-operative follow-up can have serious health consequences. Professional NEMT providers operate with scheduling systems and backup resources that volunteer programs cannot match.
  • Frequent, recurring trips are needed — Volunteer programs and shuttle services may not be able to commit to three-times-weekly dialysis transport or daily radiation therapy rides.
  • The destination is outside the local area — Senior shuttles typically serve local destinations. For specialist appointments at major medical centers in Newark, New Brunswick, or Hackensack, professional NEMT provides reliable regional transport.

Many NJ seniors also find that their Medicaid or Medicare Advantage plan covers professional NEMT at little or no cost to them — making it no more expensive than a free volunteer ride, but far more reliable and appropriate for medical transport needs.
